Kagarko Local Government Constitutes 2024 Transition Committee.

In a step towards ensuring seamless transition of power and effective governance continuity, the Kagarko Local
Government of Kaduna State has constituted a Transition Committee to facilitate smooth handover process to
the Chairman-Elect, Hon. Muhuyideen Abdullahi Umar.

This Committee comprises representatives from both the incoming government and
the outgoing administration of Hon.Nasara Rabo, the Executive Chairman of Kagarko Local Government. The Committee will also arrange the ceremonies to usher in the new government.

The Transition Committee will be chaired by Dr. MURTALA ABDULLAHI, a seasoned administrator and public policy analyst.A highly resourceful scholar with specialization in Defence and Strategic Studies, Abdullahi served in different capacities for over two decades at the office of the Kaduna State Head of Service, Bureau of Establishment, Bureau for Public Service Reform and the Kaduna Bureau of Statistics.

MR. SARKI PHILIP ERESON, a lecturer in the Department of English and Drama, KASU, and a doctoral student at the prestigious Ahmadu Bello University Zaria, will serve as Secretary to the Committee, which will soon be inaugurated.

Brief Profile of Members of the Committee:

ENGR. JUSTIN LADAN,MNSE, obtained a bachelor’s degree in Metal Surgical Engineering from Ahmadu Bello University, Zaria. He was the pioneer head of Project and Physical Planning Department at the Kaduna State College of Nursing and Midwifery, Kafanchan. Engineer Ladan is an expert in procurement and Project Management. He is a COREN registered engineer and member, Nigerian Society of Engineers.

SHEH UMUSA USMAN,a former Interim Management Committee Chairman of Kagarko Local Government, holds a bachelor’s and MBA degrees from Ahmadu Bello University, Zaria.

He was also a Special Adviser to the Chairman of Kagarko local government, Special Adviser to the Governor of Kaduna State, and served as
Local Government Coordinator of Kaduna State Poverty Alleviation. Mr. Musa served two times as Financial Secretary of the All Progressive Congress(APC) in Kaduna State, and he is currently the State Vice Chairman (Zone III) of the APC.

DENNIS RYOKU GIMS worked
with the Kaduna State Board of Internal Revenue,1988-1993,Leadway
Assurance Co Ltd, 1995-2007, Shinning Light Insurance Brokers as General Manager,2007-2018, and Met insurance Brokers Ltd as Executive Director from 2018 to date. Gims is a registered member of various professional bodies such as Nigerian Institute of Marketing; Nigerians Institute of Management and Institute of Certified Public Administration. In addition to being ordained a Pastor with Restoration Bible Church, Pst. Ryokuis a respected community leader and philanthropist who served as President, Kenyi People Progressive Union. He is also a public affairs commentator and a stakeholder of the APC in Aribi Ward, Kagarko local government.

SHEHU ISMA’IL JERE: With a
bachelor of science degree in Accounting and master’s inBusiness Administration from BUK and ABU respectively, Shehu Jere is a highly qualified professional with extensive expertise in taxation and accounting. He earned his certification as a Certified National Accountant from the Association of National Accountants of Nigeria in 2022.In 2010, he became an Associate member of the Chartered Tax Institute of Nigeria. His progressive career path underscores his professional growth and leadership capabilities within the realm of taxation in Kaduna State, making him a key figure in the state ’s fiscal management landscape.

FELICIA INDOKA MAKAMA is a Permanent Secretary under the Office of the Executive Governor of Kaduna State. She is a responsible, committed and competent public officer with proven track record of ensuring that policies and procedures are properly implemented and followed, and that all stakeholders are properly informed and engaged. With a strong attention to detail and a keen understanding of the Sustain Agenda of His Excellency, Senator Uba Sani administration.She is committed to serving and advancing the goals of the government she represents.Felicia holds a Bachelor degree in Political Science and a master’s degree in Public Administration from Ahmadu Bello Universiity Zaria.

ABUBAKAR SHEHU TYABO is a public administrator interested in good governance, service delivery, and conflict resolution. He has worked with the
Kaduna State Government as Technical Assistant-Results Delivery Unit from 2018 to 2019 and Special Assistant- Programme Monitoring & Evaluation from 2019 to 2021. Abubakar is now working with the Kaduna State Programme Monitoring & Evaluation unit domiciled in Government House, Kaduna.

He attended the prestigious Ibrahim Badamasi Babangida University, Lapai, Niger State,where he obtained a bachelor’s degree in Public Administration in 2014 before proceeding to Nile University Abuja to bag an MSc in Peace, Conflict and Strategic Studies in 2019. He is also an alumnus o Nigerian Defence Academy where he acquired Masters in Criminology & Forensic Psychology.

ABDULMALIK ADEGBOYE has been instrumental in public policy and program evaluation, holding significant roles across various government initiatives in Kaduna State. He served as a member of the secretariat of the Kaduna State Economic Transition Committee in 2019, providing insights and administrative support during a pivotal period.

His roles in the Kaduna State Government as Technical Assistant and subsequently as Special Assistant to the Governor on Programme Monitoring and Evaluation underscores his commitment to effective governance and transparency. Additionally, Abdulmalik currently contributes his technical expertise to the Kaduna State Payroll Implementation Team, ensuring accurate and streamlined operations.

He obtained a Bachelor of Technology in Statistics at the Federal University of Technology,Minna, in Niger State, and furthered his expertise with a Master’s in Development Studies from the Nigerian Defence Academy, Kaduna.He holds several certifications in the ICT space,which is critical to success in any project programme.
